Would our government have to spend so much if Capitalism was providing enough jobs?

Republicans told us in 2005 it was not the government`s job to create jobs but now say Obama is not creating enough and is spending too much. So how does a government that is not communist create jobs, giving money to the private industry aka spending. So who messed up Capitalism? Let me ask you this, if you can cause problems in the economy will government drown itself in a bathtub with spending trying to save people from lack of job creation in the private sector?
