Why would Republicans want to stop government spending when spending is drowning government in a bathtub?

Republican Grover Norquist told us in early 2001 that he does not want to get rid of government he only wants to shrink it to where you can drown it in a bathtub. So here we are, problems in the economy and now government is spending trying to make up for capitalism not providing enough jobs.
